Pallys actually have a nice tank spell rotation fitting into their cooldowns that's called 96969.

The 9 sec cooldown abilities are Holy shield, Judgement and Consecrate.
The 6 sec cooldown abilities are Hammer of the righteous and Shield of Righteousness

Depending on your preference you can use them in any order you want. Most tanks open with Holy Shield as that's something you want to keep up all the time but I like to open with Judgement because of the overgeared threat magnets that populate groups latel

i agree. especially since i'm undergeared, i always try to build threat first.

for trash groups, i go conc then HOR to build threat, then holy shield, judgment, SOR.

for single mobs & bosses, judgment, SOR, holy shield, HOR, conc.

I have my action bar set up in the sequence I use the most but a lot of pallys keep the nine second cooldowns and the six second cooldowns grouped together on their action bar
